If some one is bailed out of jail, goes to all court dates and still owes the bail bondsman 75.00?

can the bailbondsman put him back in jail? He went to court and got everything taken care of but he failed to pay the remaining 75.00 that was owed to the bail bondsman. The bail bondsman just came and arested him. I didnt know that they had the authority to arrest. I thought the conditions were, that he had to show up for his court dates. I even offered to pay the 75.00 and all the fees right there on the spot and the bail bondsman said no its to late hes going to jail. Wow . . over 75.00 Really?? And then its offered to you and you say no its to late? What gives???? Do they have the right to do that?
